According to many high-level retired government and CIA officials, the Leaked Documents were, most likely, “intentionally” leaked to a low-level Air National Guardsman. This can be assumed because some of the leaked documents were highly classified documents only accessible to top CIA and National Security officials.
But WHY then, did they leak these documents to the public? It is because there is an acknowledgment in the 'intelligence community' that Biden's politically appointed advisors are incompetent and leading the US into dangerous and failing policies regarding Ukraine and also in regards to China. The leaked documents were intended to Wake Up American Citizens and Congress to the lies and incompetent decisions of the Biden foreign policy team.
According to anonymous whistleblowers inside the Central Intelligence Agency, as revealed to the prominent journalist Seymour Hersh, there has been a growing rift between the established intelligence community and the Biden White House.

According to Hersh's anonymous intelligence source, “There is a total breakdown between the White House leadership and the intelligence community,” and a growing perception that Biden's two main foreign policy advisers, Secretary of State Tony Blinken and National Security Adviser Jake Sullivan, are incompetent advisors and diplomats, who “have no experience, judgment, and moral integrity. They just tell lies... and there is no strategy for ending the war.”
The source said that Secretary of State Blinken and National Security Advisor Sullivan have a pattern of by-passing regular intelligence analysis, in order to justify their pre-decided goals and plans for the war in Ukraine – which echoes the fabricated and unvetted intelligence that was used to justify the U.S. war against Iraq in 2003 – while they promote a smear campaign against any contradicting facts or contrasting opinions, or smear any criticism of Ukraine or Zelensky as “pro-Putin.”
The inside source went on to say that “CIA Director Burns is not the problem... The problem is Biden and his principal lieutenants, Blinken and Sullivan and their court of worshippers who see those who criticize Zelensky as being pro-Putin.” One prominent retired American diplomat said that Blinken is little more than a “jumped-up congressional staffer” and Sullivan is “a political campaign manager.” “But the juniors are running the show here,” the official said. “This is not just bad leadership. There is none. Zero.”
This growing rift and animosity among long-time intelligence officials was recently exacerbated when the CIA discovered that Ukraine's President Zelensky and many senior ministers and generals in the government have embezzled an estimated $400 Million of American dollars sent to Ukraine in the past year, using a secret scheme involving diesel fuel payments, and many in the government have been literally 'competing' to set up front companies for export contracts for weapons and ammunition with private arms dealers around the world, all of which provide kickbacks. And in another scheme of corruption, reported by the website New Cold War, Zelensky and other officials skimmed 170 million euros from money that was supposed to pay for Bulgarian artillery shells, according to a member of the Ukrainian parliament.
Of course though, wide-spread corruption in the Ukraine government has been a well-known topic of discussion for many years – But after the war began, western governments immediately suppressed such criticism in media-outlets, and governments and the media suddenly labeled all criticisms of Ukraine as “pro-Putin” or “pro-Russia.” A Press Release from the European Court, from just back in Sept 2021 before the war, states “Grand corruption and state capture are endemic in Ukraine.... The EU has long been aware of the connections between oligarchs, high-level officials, politicians, the judiciary and state-owned enterprises, including illicit financial flows and money-laundering.”
These instances of Ukrainian officials skimming millions off of the billions sent by the US and Europe, prompted the CIA Director William Burns to meet with Zelensky last January 2023 in Kiev, and present to him a list of thirty-five generals and senior government officials, whose corruption was known to the CIA. Zelensky responded to the American pressure ten days later by publicly dismissing just ten of the most ostentatious officials on the list, but doing little else. Knowing about this corruption and about Zelensky’s lack of response, and coupled with the White House’s lack of concern, has upset many in the Intelligence community and has widened a growing split between US Intelligence and White House leaders.
Seniors in the intelligence community have also been upset about how the White House team secretly planned and ordered the covert destruction of the Nord Stream pipelines in the Baltic Sea, but without ever discussing this with the top advisors of the CIA.
Also, according to Hersh's anonymous intelligence official, the US Intelligence is concerned over the deployment of two brigades with more than 20,000 combat troops and airborne divisions to Poland near its border with Ukraine: “Are they there as part of a NATO exercise, or to serve with NATO combat units if the West decides to engage Russians units inside Ukraine?... Are they there to train or to be a trigger” for the US entering the war with troops and combat jets?
In other words, is the US army and airforce getting ready to go to war? .. which could be sparked by some dramatic incident in which troops get killed or jets get taken down – either accidentally ...or intentionally staged by the West (in order to justify going all-out into a war with Russia)? If worse comes to worst for the undermanned and outgunned Ukraine army in the next few months, will the two American brigades join forces with Nato troops and face off with the Russian army inside Ukraine? Is this the plan, or hope, of the American president? Is this the fireside chat he wants to give?
The Voting Citizens of America and the US Congress should be demanding a Voice in all this, and also demanding transparency about the White House intentions in this war.
And for certain, we all should be making sure that Biden and his ideologically-minded foreign policy team CANNOT take America any further into a war with Russia. The Congress must make very clear to Biden and the White House that Congress Must be notified of any plans to enter further into this war, and Congress Must first approve any moves to enter into war, and this includes a needed approval by Congress before Biden is allowed to send anymore U.S. military personnel, special forces, advisers or trainers into Ukraine → As required by the Constitution and Section 8(c) of the War Powers Resolution.
